The governments they change. The but legislators continue to serve, as a matter of priority, the interests of -private for many years now- OPAP.

The "Friendly pressures" of the OPAP administration to them publishers and editors of newspapers and websites, The "Happy socializing" with politicians of all factions, the "creative, mutually beneficial»Cooperation with them TV station owners, finally bears fruit.

The few independent voices that call her αλήθεια, they are just lost under the pressures and sounds of celebration.

Η Greek Parliament legislates with its first criterion its service OPAP.

Typical example, o law on permanent licenses in online gambling to be voted by Parliament in the coming days.

The government has budgeted one serious amount of revenue for the state budget from the "market opening" of online gambling.

No one can disagree with this intention.

The draft law that has been submitted to Parliament, but does not open the market. Just trying to restores legality to -today outlawed- OPAP online games.

Justice

For a month now, since 11 Σεπτεμβρίου, the decision of the Council of State with number 1333/2019.
Screenshot_1-16.png

From September 11, 2019, the OPAP operates illegally. Without permission.

Ο Regulation of OPAP has been canceled by decision of the Council of State as of course its relevant decision was annulled Gaming Supervision and Control Committee (GSC) ..

However Gaming Supervision and Control Committee (Ε.Ε.Ε.Π.) does not react. Theoretically, if judged the operation of OPAP is illegal, the company should be blacklisted and stop offering online games. But if he came in OPAP in the "black list", will were excluded for one year. He could not take leave for a year.

The law submitted to Parliament solves the problem: His OPAP not of legality.

Once the law is finally passed, the OPAP will be able to receive transitional period leave and continue to operate legally.

Later - there is no rush - when the new Regulation is ready, OPAP will be able to apply for a permanent permit.

In addition the new legislation solves another big problem: Of OPAP not of legality. Transfers tax liabilities from the company to the agents. With fast and concise procedures ..

The interest of the State, for OPAP, does not stop here.

The combination high taxation and high cost for obtaining a license, aims at creating an oligopolistic market, which will concern very few, very specific, theoretically "large" companies. Just as the management and the major shareholders of OPAP want.

The really big problem, that's her "Black" illegal electronic gambling market, will continue to exist…. And it will increase.

The data

The total amount played on the internet is 9 billion euro and the total GGR (gross profit of companies) is calculated from 7% until 9%, that is, close to 600 million.

Of these, the 2018 390 million and slightly more than gross profits were officially declared. Of these, approx 150 million Euros are revenues from the game tax for the Greek state.

A bad law may reduces the legal market and increase the illegal. Companies that will use vpn technologies will offer high returns (higher than legally taxable companies) and of course gain market share.

A small market for a few players, in addition to losing revenue for it Public, brings less revenue overall in the market, in unions and in advertising.
  • A typical example of -the exact opposite reality- we have in the most developed market in Europe, the United Kingdom. There the largest market share for a company does not exceed 14%.
If the same thing happened in Greece, they would work more markets, more companies, more benefits to complementary industries and more revenue to the state.

The Greek reality

OPAP, however, does not want a large competitive market.

Prefers one controlled field with 3-4 competitors, so that it can be "negotiated". But this is not how the competition works and of course the players will resort to the illegal -but more efficient- online betting.

The question, however, is not what OPAP wants. The question is what the government wants, the Greek State, Greek society and how finally legislated by its rulers;

From the beginning I was talking about corruption and entanglement.

But things are also in the right direction. Let's see the final text of course.

Some of the information in the article is not accurate. For example, I just got this list of the annual cost of an online casino license from the UKGC website.

And a general remark:

The spot says "risk of addiction and loss of property". The money, the state revenue from gambling, comes from the players. The more taxes, the more addiction and loss of property. Isn't it a problem for the state to cause addiction and loss of property with the huge extra tax?

They lobby the lobbies, that's very right.
The question is "why not the other lobbies?" and is resolved as follows?

Firstly, because OPAP has the ground without an opponent and the many flaws consequently.
Secondly the internet to the extent that it could make its presence stronger does not succeed. It does not offer the so-called complex games but also lags behind in advertising. There is no internet game-magnet like the OPAP joker that brings out the super lucky ones.

If someone gets a license for internet, or if they get 5-10 licenses, what do they have to offer?
Any more funny sites to have to say?
There are two betting sites: Bet365 and stoiximan and beyond that the difference can only be made by
betfair, which, however, is strictly prohibited by bat.
And at a time when betfair was still in trading, in 2010-11, we saw its lobby. That the most deplorable there was. It was also the famous English legal consulting company, RGA, which of course is now entangled in the gears of Brexit and was currently searching.

So which lobby of internet companies?
The market would be open only if they let a Greek betfair be built and take a shower in Europe.
Apart from the fact that OPAP does not want this, it would require changes in the legislation of the other EU member states, of course - because they too have banned the exchanges!

I do not see us well, because we, the players, are stucco and we sit and look at them.
We do not have our own, albeit poor, lobby - we do not want it!
One day we will wake up with the "pencil-bulletin-agency" tanks of April 21st.

The Turkish Football Federation (TFF) informed both clubs that

I was going to write it in the morning but it didn't come from the mobile phone. The non-religious, as was normal, said that they would not accept the postponement of the match. Our team applied for a postponement and from what I read, they said that the match should be held at the end of the championship, but the Federation, which has poured itself on it and still has to make the decision on the "penalties", did not accept it.

A few days before the Fenerbahce meeting, the meeting that Hugh Dallas had with the referees and the talks about the Galatasara-Antalyaspor match came to the fore, where the VAR referee admits that he made a mistake in the penalty that the Galatasaray player took, where in fact he said that the player "dive" in the small contact he had that was not for a penalty. Our President also spoke about this phase where he said what was happening and the Federation found him a liar, nice things
