Near the starting line is the implementation of the information system for the supervision and control of license holders of online gambling services. He is, in a sense, the "big brother" of these companies, as he provides for the electronic monitoring and control of all gambling that is conducted online.
What is changing
Until recently, online betting and gambling companies operated under a transitional regime, which was replaced by an open-ended two-way online gambling licensing process. That is, one for "online betting", and one for "other online games" (casino type, poker and its variants). Under the new regime of the Ministry of Finance, the competent Gaming Supervision and Control Committee (GSC) acquires an enhanced role. Therefore, online gambling is envisaged to take place exclusively through systems connected to the Supervision and Control Information System to which the EEEP has access.
This information system, which is a project with an estimated budget of € 1,2 million, is expected to be implemented soon. It seeks to join the operational program "Competitiveness, Entrepreneurship and Innovation" (NSRF 2014-2020), with the Ministry of Digital Government recently approving the Technical Bulletin of a proposed operation.
The overall implementation process of the project will be carried out in accordance with the instructions of the General Secretariat for Digital Governance and Simplification of Procedures. It is estimated that the project will start in the near future.
The information system will allow the electronic monitoring and control of the conduct of all games of chance, regardless of the means, time, manner or network of promotion and distribution of services related to the organization and conduct of services. For its part, the EEEP is obliged to send, without delay, data, after processing, analysis and grouping of data, to the Independent Public Revenue Authority and any other competent authority, if requested.
Candidates with a registered office outside Greece are required to physically install a security server within Greece, in connection with the EEEP, as provided by the relevant provisions of the Ministry of Finance.
It is noted that initially the information system of supervision and control was provided by article 30 of law 4002/2011, which was amended in 2018 by the draft law "regulations for the purchase of online games". Last August, the Ministry of Finance issued a regulation on organizing and conducting online gambling.
