The process of licensing online gambling providers is proceeding without delay, in the context of the final market regulation that is gradually entering a new era, with its fully regulated and supervised operation after the adoption of the relevant legislation.
There have been two major developments in this area recently. The consultation process in the European TRIS (Technical Regulation Information System) of the EU has been completed. on the draft Ministerial Decision on the establishment of the Gaming Regulation and the Gaming Regulation for Technical Specifications (ICT) concerning the organization and conduct of online gambling.
TRIS remains the “Personality Gaming Regulation” until 12/6/2020, the technical Regulation for the Register of Associates (Affiliates) until 11/6/2020 and the Regulation on Change Management in Central Information Systems (CPS) up to on 20/5/2020.
The competent services of the Ministry of Finance have already been given the "green light" to proceed with the technical preparation, while two Ministerial Decisions will be required (for the Regulation of Games and on the Suitability of Persons) in order to initiate the licensing process, possibly and in May as market participants estimate.
In the previous period, the submission of applications by providers that offer to date (having joined the relevant transitional provisions of the relevant law since 2011) legal gambling via the internet, for their inclusion in the new market operation regime, was also completed. As reported by Capital.gr., All existing providers active in the online market, including OPAP, Stoiximan, GVC, Bet365, Novibet, Winmasters and others have submitted applications.
And they, together with the new interested parties, should apply for the granting of the new licenses, 7 years, which will be granted by the EEEP, ie the "Press License 1" which concerns the holding of an Internet Bet and the "Press License 2" for Conducting Other Internet Games. The price is 3 million euros for "Type 1" (online betting) and 2 million euros for "Type 2" (other online games). It remains to be seen who the new "players who will enter the market" will be and under what conditions.
The market has heard interest from groups such as 888 Group, Betsson and others, from companies in the industry (eg Casino), as well as from partnerships of companies such as OTE-Intralot, but it remains to be seen which plans and when implemented. The discussions and processes between the companies active in the market are continuous and take place in the aftermath of the important agreement for the acquisition of 85% of Stoiximan by OPAP.
The intention of the financial staff is to speed up the process so that the proceeds from the granting of licenses will strengthen public funds at a time when every euro counts for tackling the pandemic crisis. During the period of the submission of the Budget by Mr. Staikouras, revenues of about 75 million euros were foreseen, ie about 15 licenses, in addition to the revenues from the gaming tax.
At the same time, the Gaming Supervision and Control Committee, headed by Evangelos Karagrigoriou, is preparing for the operational shielding of the Authority. A few days ago, the public consultation on the Public Tender of the Public Tender for the selection of a contractor for the implementation of the project "Management of Licensing and Certification of Games and Providers of Game Services, Supervision and Control of Games, which completed the Services", began.
