It is noted that on 7/9 closes a month from the publication of the Regulations with which the countdown for permanent licensing began and all interested parties began to run to gather the supporting documents to be submitted by 7/9/2020, with their applications to obtain permanent permits.

In addition to the companies already present in the Greek market, new players such as OTE-Intralot, casinos, William Hill and Pinnacle are expected to apply for a license.


Within a year the backlog closes


One of the main priorities of his ministry was to regulate the gaming market, said Finance Minister Christos Staikouras. Indeed, the government managed to complete all the procedures within a year in order to close a chronic problem, and to issue permanent licenses on the internet.

It is recalled that while Law 4002/2011 provides for a transitional period of operation of the companies providing betting and gambling services via the Internet until the final licenses are granted, finally this transitional period δέ lasted ten years. Today, at the end of 2020, we are close to the full regulation of this market, from which the Ministry of Finance estimates that it will derive, this year, revenues of 75 million euros, from the gambling tax that corresponds to 35% of gross profits.

In particular, it legislated in October 2019 the creation of an integrated, coherent and effective legal framework for the online gaming market, a framework that achieves the following multiple objectives:

• The operating framework of the online gambling market is being upgraded and modernized through regulations.
• Conditions for healthy competition between market providers are ensured.
• The safe participation of the players is ensured, through systematic licensing and control rules.
• Investments are attracted.
• The revenues of the State are increased, both through the licensing process, and through the rationalization of the operation and the taxable base of this market.

Following the enactment of the new framework, the government, following the recommendation of the Gaming Supervision and Control Committee, adopted the Gaming Regulations, with seven Ministerial Decisions, as follows:

• Gaming Regulation on Commercial Gambling Communication.
• Game Regulation on Change Management in Central Information Systems.
• Gaming Regulation on Fitness of Persons.
• Video Lottery Terminal (VLT) Slot Machine Regulation.
• Gaming Regulations - Technical Specifications of Conducting Gambling through Video Lottery Terminal (VLT) Machines.
• Gaming Regulation for the Organization and Conduct of Gambling via the Internet.
• Games Regulation Technical Specifications for Organizing and Conducting Games via the Internet.

Two types of licenses

There are two types of Licenses:

1. Type 1 - Online Gambling License, for a fee of three million (3.000.000) euros.
2. Type 2 - Other Online Gaming License, for a fee of two million (2.000.000) euros.

It is noted that each candidate can apply for the issuance of either one or both types while each license is valid for seven years from the date of issuance.

The fee for each type of license is to be paid in a lump sum or in installments in four (4) annual equal payments. For the issuance of any type of license advance payment is required either as a lump sum of the total fee for each type of license or the first partial payment thereof subject to the full payment of the total price.
Then the Golive process should be completed, ie the contracts should be signed with the terms of the new framework of permanent licenses and the companies' platforms should be adapted to the new framework.


What is changing


By the end of the year, the formal and substantial process will have been completed and from 2021, online gambling companies with permanent licenses will be active in the Greek market. It is noted that new companies, which to date do not have an internet license and want to obtain one, can apply for a license whenever they want.

The changes brought by the new framework, concern both the terms of the games and the procedures that are followed. The Supervisory Authority for all will be the Games Committee, and copies of all the movements and games of the players will be kept on the server of the Committee. It will also be prohibited RNG advertising and casino games while in these games there will be a betting limit.


The fact that market companies will now have permanent licenses creates a clear horizon for their operation, and will allow them to make communication and marketing investments in order to become more competitive and secure more significant shares.

The announcement of the Games Committee


With the following announcement, the Gaming Committee invites all interested parties, who are not currently active in the market, to submit an application for a permanent license.

"According to the provisions of law 4002/2011 (A 180), and the provisions of this article 45 itself, and the provisions of the Gaming Regulations that were established for the regulation of the Organization and Conduct of Gambling via the Internet, and the same with the number 79305 EX 2020 / 23.07.2020 (Β 3262), 79835 EX 2020 / 24.07.2020 (Β 3265) and 79841 EX 2020 / 24.07.2020 (Β 3266) decisions of the Minister of Finance, the legal entities wishing to grant an Organizing License and Gambling Connections via the Internet can be requested by the Ε.Ε.Ε.Π ..

Only two types of licenses are provided for online gambling:

1. license for conducting Internet Betting, of the second paragraph of case c 'of article 25 of law 4002/2011 (A 180), and
2. license of Other Online Games of case k 'of article 25 of law 4002/2011 (A 180).

Both types of licenses can be granted to any prospective holder. Licenses are personal and may not be transferred, assigned or assigned in whole or in part in any way. Each license has a single and indivisible character and its division is not allowed, while it is prohibited to rent or co-operate the license with third parties in any way.
